Advanced Task report

I am actually using MS Project 98 and I need to accomplish the following:
I am tracking re-occuring maintenance actions of specific durations.
Whenever a due maintenance action (task) gets done, I change the start date and this moves the bar on my Gantt chart into the future with the new "due date". Sofar - so good.
Now I used the "Cost column" to enter certain point values which I assign to each task.
I need now to either generate a report or a VBA macro that shows me the percentage of maintenance actions (tasks) that are not yet due. Thus I can follow statistically if I am catching up with the maintenance actions or if I am lagging behind.
I tried with the custom task report to generate for instance a listing of all tasks completed -- but it would tell me that there are no data to print. If I generate a report to show all incomplete tasks -- it shows me all existing tasks - even the ones which are completed!!
The best -of course- would be a VBA macro - but then how do I count the total "Cost" column values and the "cost" column entries of tasks which are completed?
Can someone give me some advice? (Perhaps on both or other approaches.)
