Advanced Public Folder Persmissions

Hi. I want to make my Public share in Vista "one-way" by preventing rewriting or deletion of any file by anyone except me. Is there any way to do this? As far as I can see, Vista offers only two cookie-cutter sharing options: read-only or full access.

File and Printer Sharing in Windows Vista

Are you able to do this via the usual File Access Permissions of the folder, setting them to suit your purpose?
Can you use Encryption, or even something like passwords in a zip file such as in WinZip?
