Advanced NTFS permission question

We have permissions set on folders to Read and Execute and then Advanced permissions for certain groups to "Create Files / Write Data" and "Create Folders / Append Data". Why is it that when a user opens a file on their desktop or any location for that matter and then attempts to Save As into the folder with these permissions they are unable to. However, when they close the file and move or copy the file into the folder, they are able to do so. Why does it work like this? Thanks
 
Can you give the structure of your directories/files? It's difficult to assertain your situation given the information.

More specifically, what are the NTFS current permissions to the directory, and what are your desired results?

I had a similar request to provide the access you specified. The problem is in order to be able to write modifications to files (append data) you also need the delete right in order to delete the temp file that is created when you open the file for modifications.
The ability to move/copy the file works since you are only performing a write operation.
