Advanced Direct Remailer, IIS SMTP virtual server and CDOSYS

I want to be able to send and receive a message created with ASP and CDOSYS across my local machine. I couldn't work out how to do it with IIS and the virtual SMTP server so after much searching I found information about Advanced Direct Remailer. I have installed ADR but do not know how to setup a smart host or where it should point to as it requests. All I get when running my asp script is:

Error Type:
CDO.Message.1 (0x80040213)
The transport failed to connect to the server.

Can somebody please take me through, in very simple terms, of how to achieve the above.
