ADSL Internet connection

We have a Netgear ADSL router which gives everyone direct Internet access. We would like to manage our Internet usage better and would like to implement MS ISA or Squid proxy.
How would i block everyone direct Internet access and force them to go through a proxy instead?

Remove the DCHP service from the router and setup the DHCP service on the server. In the DHCP setup the default gateway with the proxy server IP
