ADP losing COM1

Every other week my company sends payroll data thru ADP Software via Modem. Every Time print services is shut down ADP loses COM1. Print services also shuts down Fax services. Which I belive to be the problem. ADP blames this problem on Windows 2000 Server Edition. To fix this I unistall and reinstall the modem. This Reinitializes the modem for ADP. That is becomming a Nuisance. Is anyone familiar with the ADP software and has come across this problem before.

*Note: I am running Windows 2000 server with Metaframe 1.8
