ADOBE product purchase

Am wanting to start creating a *.pdf file. Am not sure as to what product I should be buying.
The intention of the pdf file is to sent to a government organisation. It will include clients information which is taken from an SQL server. It will include clients supporting documentation which is scanned in.
The pdf should have have tabs on the side to jump to each section of the docuemnt.
Eventually we would like to run a VB app which will do it all for us.
Have rung ADOBE but they seem to be a little unsure of the product that they are selling.
Does anyone know which product we should be purchasing wich also include VB components or OLE?

Check this website out this program is used big corp companies to create documents that are all as a final format. Eg. PDF.

You can inport any file. Cost a bit. If you can't fix it in 20 call someone who can.
