Adobe Premier Pan and Scan

I am an amatuer filmmaker using Adobe Premier for the first time, and I have found that when I letterbox some of my footage, it is cutting off important information. Now, if I could get a different part of the image to center in the letterboxing that would be fine. I do not know, however, how to do that in Adobe. Basically, I want to be able to choose which part of a 4:3 screen will be letterboxed into 16:9.

Any help would be greatly appreciated.
 
You don't say which version of Premiere you are using, which may affect the way in which you can achieve the effect you want.

Use Motion to pan and zoom - the method of doing this is version-dependent.
