Adobe Premier: Cell Shading effect?

Hello, i've been noticing some commercials on TV. I beleive it's a Charles Schwab commercial, in which a normal everyday video is turned into an amazing Cell shadded 3D-like video. It's simply amazing.

I'm wondering if there exists a plugin that would automate this into premier?
