We had a similar issue here. Here's the setup and situation: We have Windows XP Pro SP3 with two Administrators and one user. The computer has two HDDs, 1 partitioned into two drives (125gb each, 1 holds the OS and programs, the other is network shared for user uploads) and the other, is an 80gb drive that we set as the scratch drive in Adobe PS settings.
Photoshop opens fine for each admin account, but when you load PS from the user account, you get a message saying a undisclosed file is locked and then PS will not load and you have to exit it.
We used the Cntrl-Alt-Shift trick (open PS and immediately hold down these keys, until the "Delete Adobe Settings" message pops up, which you choose yes for and PS just generates a new settings file and all is fixed), BUT, when you do this you lose all of your custom settings!!!!!
After some testing, we found that the only custom setting that causes this error for us, is if we change the default scratch drive (C:\, the OS drive) to another drive. Long story short, we found that if we wanted to use another drive/partition for the scratch disk (which we do), enabling network Sharing for the drive fixes the problem!! We're thinking that this is the result of either a Win XP update, or an Adobe update.
It's a weird and frustrating fix, but it works. Adobe is pretty greedy for not offering free tech support for a $700 piece of software! We called and they told us the same as previous users, after getting all our information, they would help at a rate of $39.95/hr! RIDICULOUS!!!!! Hope this helps!
