Adobe PDF Problem

I got this as an email for work and its a floorplan that I have to edit. But the thing is is that I cant open it up in Adobe Illustrator CS. It is in a PDF format and it will only open in Adobe Acrobat, but I cant edit and ungroup the floorplan to pick it apart.

Now I have asked the guy to send the file 2 times and it has done it 2 times on 2 different PC's. So I tried my 3rd PC and its a no go too. So any idea as to what I can get the guy to do who's sending me the file? or is there someway I can fix this?

So when I winrar it, I can only open it in PDF format Im trying to say, but only in Acrobat and not in Illustrator. Is there a way to get it to be in Illustator?

don't double click to open the file. Use the open command of Illustrator

You can also start a new Illustrator doc - of the size necessary for the plan - and use the Place command on the File menu. Place the pdf and save as an AI doc.
