Can I open Adobe Illustrator files from a MAC with the Windows version?

You should be able to, provided the windows version is equal or greater than the Mac version. It also helps to add a file extension (.ai for Illustrator native files, .eps for Illustrator EPS files, or .pdf for Illustrator PDF files).
