Adobe Form Fill

I have Adobe Acrobat Professional 6.0. I have a pdf file which is a form. I would like to know how to make the pdf form interactive. How to fill the form fields and submit it online. Right now I only see the hand tool and am not able to place a cursor to fill out the fields.

Any help on this issue will be appreciated.

Is the PDF file a form, or does it just look like a form?

"form" in this context is a loaded term. To make a PDF file a "PDF Form", you have to use the various form creation tools.

In Acrobat 6.0 Pro:

Tools | Advanced Editing | Forms

The pick the particular form widget you would like, draw it, set its properties, and so on.

To submit the form, you have to have something to submit it WITH (usually the acrobat "Button" widget with an appropriate action) and something to submit it TO, which can be any web-based programming page (ASP, ASP.NET, Perl, etc).
