Is there a lower priced alternative to adobe acrobat with similar functionality?

No. There are many alternatives but none include all the funtionality of Acorbat pro. However, Acrobat pro might have far more funtionality than you need.

Are there any pdf editors that are open source or are free?

Just go to Download.com or any of the various download sites and search "pdf" you'll find lots of cheap and enve free pdf writers.
