Is there any way for me, as administrator, to log in and view any users account/files from their workstation without resetting or changing their password?
Unless you know an accounts password, there is no way to log on as that user. This is part of the integrity of a secure environment. (E.G. Auditing. If I could logon as a user who I don't like and look at porn, then I could get them fired. BOFH anyone? )
You can impersonate a user by using programming techniques but this will still show in the security logs and you won't be able to actually logon to their desktop.
However as an Administrator with the right permissions and privillages you can view anything on your domain network including all files, folder and systems. E.G. you can take ownership of a users folder / files and then change the security permissions to give you allow access. By default this can only be done by a domain administrator.

As admin you can browse to any files in a users folder without doing anything special unless the user has specifically removed admin from NTFS permissions which is unlikely.
