Administrator restricted from Task Manager 1

Ok, this is weird.. On XP and 2000 Pro machine if you press "ctrl alt del" everything is greyed out except "cancel". If I run "taskmgr.exe" from run, it says it has been restricted by the administrator. I am the administrator, and am logged in as one. Whats even weirder is that my User account CAN access this, and no he isn't an administrator..
 
I should note that many malware programs make the registry change so that their processes cannot be killed. You should consider a check for malware, faq608-4650
