Administrator receives error Your request was refused because you do not have the right 'Download'..

Clean install of BO BI 14 on MS Server 2008 throws this error when running in the CMC. I'm an administrator on the system so I have all rights but I keep getting this error. It's intermittent in that if I run the Crystal Report via 'Run Now' I sometimes get the error and if I schedule the report to run at a later time, I sometimes get the error. No real rhyme or reason to it. Has anyone here experienced this and if so, how did you resolve it? Thank you.
 
You need to see whether the Download right is explicitly denied to the Everyone group. Look at any custom access levels that may be in use and at how security is set up on Folders - both at the root of the folder tree and on the individual folders. You can also try copying a problem report to your Favorites and see whether it will run from there.

In BO there are three possible values rights can have: Explicitly Denied, Explicitly Granted, and Not Assigned.

Explicitly Denied overrides EVERYTHING even when a user is in multiple groups and one of them has the right granted! So, if a right is set to Explicitly Denied for the Everyone Group, this also applies to Administrators.

To "effectively" deny a right, set it "Not Assigned". This will effectively deny the access for a user unless it has been explicitly granted to the user or another group that the user is a member of.

Thanks Dell. The sysadmin for the box fixed the access issues so the reports aren't failing. I'll have to ask him what he did.
