No clue what has happened, but after configuring a PC with NT workstation, and logging on as admin, I am unable to change any settings, network connects, mapped drives, etc.

Any suggestions would be welocomed!

You may have Policies setup for this machine. Are you in a network/Domain? Do you know if there are Machine or User Policies setup in the Domain controllers?
