I am having a problem with user's downloading and then causing spyware issues on their pc's and laptops. I know I can take them out of the administrator group but they then lose some functions on the pc or laptop. Is there any solution or another user group I can put them in.

Try putting them in the power users or users (preferably) group. Exactly what needed, not wanted, functions do they lose when you remove them from teh admin group.

-If it ain't broke, break it and make it better.
