administrator can't view users email

I'm used to being able to see all users email (in SBS
4.5) by using Outlook on the server and going into
FILE... OPEN... OTHER USERS FOLDER... INBOX.
Outlook on my SBS 2000 server won't let me do this - any
suggestions?

That is by design, because of privacy policies. The admin is not supposed to be able to view ANYONES email, nor is anyone else for that matter.
