administrator - cannot logon interactively

I just performed a SBS2000 to SBS2003 domain migration. Now, one of my Windows 2000 SP4 servers is having issues. The rest of our servers are fine.

I cannot logon with the local administrator account. I get "cannot logon interactively".

I am able to logon with the domain administrator account, but it only has user rights on the server.

I am able to connect to the W2K SP4 server with Computer Management from another machine. server\administrator is the only account in the Administrators group. DOMAIN\Domain Users is in the local Users group.

I have been trying to use NTRIGHTS.exe using:
ntrights -m \\W2KSERVER -u administrator +r SeInteractiveLogonRight

I get the error:
***Error*** OpenPolicy -1073741790

How can I recapture local admin rights on this server?
 
are there any GPO's applied to the Win2000 Server?
