Administrator Account seems to have problems!!!!

My administrator account is acting up. I can not change any settings. When I try to reset or view a user's properties it gives me the following error:

Access is Denied

Facility: Win32
ID No:c070005
Microsoft Active Directory-Exchange Estension

Please help me!!!!

Has this started happening at random or have any changes been made recently, this MS doc indicates this can be caused when a global catalogue isn't available.

I believe that the Administrator account was renamed something different and them renamed "Administrator" back again...but it has affected everything. I can not modify any of the user settings.

I tried the above document but it does not get me anywhere. Any help is greatly appreciated.
