Administrator: Access Denied WTH?

My 2003 Server with SP2 suddenly is denying the administrator access to make changes. Specifically, I try to move files from one directory to another down in the web page folders and it pops up the access denied message.

I'm at a total lost to understand how the administrator login, with full control, can't perform such a simple task.
 
check the ntfs permissions on the folder and subfolders, check ownership as well. if nothing obvious pops out, try resetting child permissions and ownership of the folder.

That's just the problem, as administrator with full control, I can't change the permissions. In fact, there are two files, there could be more, but when I check the permissions, its blank, no one has any access at all. When I try to add administrator privileges, I'm denied access.

 
Take ownership of the files. go into advanced under security, look at the owner tab, make sure admin is listed as the owner.
