Administrative tools are missing

On of our clients has a Windows 2003 Standard Edition server. They asked us to add a new user, I selected start > administrative Tools. To my surprise I found this folder empty.
I did a search under windows for *.msc and found diskmgmt.msc so I went to check C:\documents and Setting\All users\Start menu\Programs\Administrative Tools to see there was a shortcut to diskmgmt.msc.
To my surprise there was no Administrative Tools folder.
Can any one tell me what I need to do to restore this folder?
