Administering passwords via a script

I am in the process of setting up an AIX server for use as a mail server. Users currently obtain their mail from their local server, of which there are 140(+/-). I need to make users on the new servers, which I can accomplish via a script. Using this same script, I am looking for a way I can assign an initial password by passing an argument to the passwd command rather than entering the password interactively for each user (there will be approxiamately 1500).
