Administer IIS as a Power User in XP

A user as an "VS Developer" can administer IIS in Win 2000.

But there isn't a VS developer group in XP.

I tried the following approach:
1. Open the Properties of IIS Admin service.
2. In Log On tab, make it Log On as Administrator (Computername\Administrator).
However, the administrator user cannot start the IIS Can you believe that? I have to use the Local System Account option to make the web site work.

Any suggestions?
