Admin vs. Service Admin acct

Is the Service Admin acct the only account that can grant certain permissions for a user?
If I log into Exchange as Administrator and try to add a user to a site object and give them Services Admin rights, it doesn't work.
If I log into Exchange as the Servcie Admin., it works.
Is this right? Or am I missing something?
 
you can grant other accounts Service Account type permissions, but initially the Service Account is the only "super-user".
