Admin Server Service (inonmsrv.exe) crashes

I had to rebuild my InoculateIT 6 admin server recently. I reinstalled InoculateIT 6 and now the admin server service won't start. I get a Dr. Watson message saying that InoNmSrv.exe has an application error and then a system log error saying that the service has terminated. I applied various patches and SPs to no avail.

Anyone seen this?
