Admin Rights

I have a server that I manage but I need to give someone else rights to the server to add users.
I don't want to give that person admin rights but he needs to logon to the server to add users and change passwords in one of the OU's.
I know that windows 2003 can do so but I forgot the rights to for me to administer.

Delegate control of the OU via ADUC.

go through Computer Management, and add the user to only the specified area needed.
