admin rights on the client computer

i am wondering if i have domain admin rights am i able to log onto a client computer and change things there like remote access? i am trying under my user id that has amdin rights but i can't change certain things like remote access.

so i guess what i am saying is, can i log onto computer1 with say id "big1" that has admin rights in the domain and change things like remote access?

or do i have to log onto computer1 as the admin for that computer outside the domain to change those things?

When you say admin rights for the domain do you mean a user that is a domain admin? Or do you mean the god administrator?
If you use remote registry you can also turn on remote desktop-is this what you want to be able to do?
Use RunAs to open up regedit as a domain admin:
Regedit>File>Connect network registry>Put in target machine name>HKEY_LOCAL_MACHINE\SYSTEM\CurrentControlSet\Control\Terminal Server>fDenyTSConnections set this key to 0 (1 is disable, 0 is enable).
This should allow you to connect.
 
if you have local admin rights to the client machine you should be able to change things around like remote access.
 
If the client machines are members of the domain, then Domain Admins are automatically members of the local administrators group.
 
Not only should Domain Admins be a member of the local admins group, but you can use a GPO to set Remote Desktop rights.
