Admin permissions on the Site and Configuration objects

I have an old Exchange 5.5 server on an NT4 PDC. I have a newer Win2k Domain Controller which is on a Win2k domain which I am installing Exchange 5.5 on. I want to join the original site so I can move the mailboxes from the old server to the new server gradually.

I am at the 'Confirm Exchange Site and Organization' section. It has the Organization and Exchange Site from the old server correctly. When I click the Yes button, I get the error message: To add a new server to an existing Microsoft Exchange site, the account you are logged on as must have Admin permissions on the Site and Configuration objects.

I created the user account on the old domain controller and made it a domain admins. I also made sure the account was assigned the same permissions as the exchange service account on the old server. What else should I check?
 
are they in the same domain sfortner? if no then set up a trust and try again...if yes since exchange 2000 or > require AD and if your nt 4 is a PDC as you've stated i don't think it'll work....demote the nt 4 server to a member server and rejoin the domain as a member under the 2k DC....
