admin over IP

I am trying to write a program that will send an instuction to the definity over ip,

basically I want my call logger to add up the call spend per ext, when the user has reached there limit there calls are restricted/play ivr please top up your account.

I need this to be done autmatically

Has any body got any advise?

I don't understand the specifics of the program you want to write, but here are some general answers.
* The most compete interface to the CM system is the SAT program/interface. If ASA can't perform the functions you want, you will have to acquire or write a screen scrape program & automate it. Not very easy.
* If the SNMP interface provides the functions you need, you can write your program around it.
* There are various other "smaller" (less complete) interfaces that are documented in Avaya's DevConnect web pages.

I am trying to get a third party app to basically send an instuction to the definity to 'ch the COR on an ext to 30 to block outgoing calls'
