Adjusting task timeline w/o having resource hours change

We have lump sum projects that we track in MS Project. The tasks, budgeted hours by resource, and duration are initially inputed. During the life of some projects the time line is adjusted which also automatically adjusts the hours. Is there anyway to lock the budget hours so that the hours do not adjust when the time duration is altered?
