adjusting color of clipping mask artwork?

This may be more of a photoshop question, so feel free to let me know. I know more about Illustrator CS than photoshop.

I have a four color picture of a jet that is the clipping mask image for a font. It's a four color jpg. I need to modify the jpg to a two or three colors (PMS 418 gray & PMS 302 blue) to match the logo colors AND to keep production costs down -- I need to use the logo on a number of promotional items and I get charged for each color. The entire logo cannot exceed three colors (white and black will count as a color).

Any ideas?

You would have to duotone the jpeg in Photoshop to get only 2 colors for the image, first convert to grayscale then to duotone then assign the colors to the photo and edit the curves to your liking for color transitions at the left of the color you can assign pantones
