Adjust start of day

The project I am on is 24/7 with two 12-hour shifts. The morning shift is 7AM to 7PM, night shift is 7PM to 7AM. I have adjusted the Timescale by Tier 1: Day (count 1) and Tier 2: Hour (count 4). I have set the Project to 24-hour with no non-workperiods.

Now, what I need, is the day to start at 7AM. Right now, for example, I look at Tier 1 and it says Mar. 28 and Tier 2 says 12, 6, 12, 6. What I want is Tier 1 to say Mar. 28 and Tier 2 to say 7, 1, 7, 1. Can I make this happen? How?
 
I've played with this and can't get it to make your existing display.

How did you set the bottom tier timescale Hour count to 4 and then get it to display 12, 6, 12, 6?

As for getting your day to start at 7:00 ...

Tools > Options View-tab
set "Date format" to an item with time
OK

Project > Project Information...
Edit the Start date so that the time is 7:00AM
OK
