Address Separator Not Working

Copying email addresses from a notepad file that are separated by semicolons. When I paste into a new email, they are treated as one big long email address. In testing on other workstations, the dropdown list of the pasted addresses appear and are treated as separate addresses.

Is there a setting to turn on/off the comma or semicolon address separators? This one has me stumped.
