Address Formula

I am creating labels/form letters with the the following data. If I do not have "Address 2" I want supress that row
and move up the "city" up one row to replace "Address 2".
Can I get some help please.

Address 2
City
State, Zip.

Place the fields inside a Text Box and set the text box's properties to eliminate blank lines..
