Please take a look at the ACL of your names.nsf and see which access level your users have. If they are not at least reader (better would be author) they will not be allowed to access the database. Question here: who apart from you as administrator can change the ACL of your databases? Only the administrators should be allowed to make ACL changes and they should always inform their colleagues when they make changes to important databases like names.nsf.
