Is this a new occurrence on the machine?
I've found that on slower processors/slower connecitons (dial-up) I frequently get this freeze-up, lag sort of thing, both on the URL drop menu and on trying to scroll newly "loaded" pages. It seems that while it might look ready to go, IE is still trying to get ready to browse.
