Additional policies after applying loopback policy

Ive applied a loopback policy to 5 terminal servers in a w2k3 domain. As well as applying the setting, ive applied the machine accounts to apply/read the gpo and everyhting works fine

I want to create an additional policy as I want to test some other policy settings before applying them to all users, thing is whenever I create a new policy, and then logon to one of the Terminal servers, the policy doesnt apply.

Is this beacuse the loopback policy is already applied to the servers ? is there any way around it ? and if it isnt, what do you think could be causing it ?
