Adding VB.net code

Hello,

I have a small code segment that allows access to a specific list to be anonymous. It's a VB.net code.

Can somebody help me understand how I can add it to the Sharepoint? I assume it goes on the server side, but I don't know what file or where in a file it needs to go.

Any help would be greatly appreciated.
