adding users to cvsnt server

I installed cvsnt in my windows xp . Then added one cvsuser with the following command.

cvs passwd -r raj -a cvsuser.
But later when I tried to add another user its giving error as ..
cvs server aborted : only administrators can add or change passwords.
Could anyone help me in resolving me this problem .
