Adding Users fails

Really basic problem here, but I can't fathom it!

I've just installed VSS onto our server for use with VFP7. Using SSAdmin to create users won't work though! I select Add Users form the menu, key in the user name and password, click OK and it comes back with an error: "h:\data\vss\users not found". After clearing the error message, no new user has been added to the list in admin.

The 'users' folder in the VSS instalation folder DOES exist though! And to cap it all, if you now check in the 'users' folder, you find a folder has been created for the user ID you just tried to create! It is empty though with no ss.ini in there. BUT if you check users.txt, the user ID has been added to the list, along with a path to it's ss.ini file (which isn't there). I manually tried adding a ss.ini file into the user's folder, but it still won't appear in admin.

HELP!!! Anyone got a clue what to do?? VSS will be pretty useless unless we can create the users to share our projects!
 
Looks like you repository is on a server.

Try mapping a share to the location on the server where the source safe admin executable is and then run the program from that location.

This works for me but I do not know why as I only have read access to that admin folder.
 
I had exactly the same problem.
You can solve that by creating in the users directory an empty file with the name Template.ini (which will be missing in your user location)
You can always add default ss.ini settings in there.
