1- create a shap(ex. a box)
2- select fill
3- select the type of fill (texure fill, dropdown from the list)
4- make the filled object( box) :
a) On top then use transparency slider on the box
b) On bottom use transparency slider on the picture
If you refered to picture as a bitmap within coreldraw, you could always use bitmap filters to get the result, but the above way was to deal with vector graphics
note: if you want to apply effects to pictures always use PhotoPaint then moved the finished picture to coreldraw to finish you job ( Bump-map filter under custom gatogory will do the effect you requested( select brick from the style drop down list and tile option under Scaling)
