Adding text to Photoshop Elements

I don’t use elements, but if it is like Photoshop your original image (or layer,) may be locked when you are opening the file.
If elements does use layers, double-clicking that first layer should unlock it, or you can duplicate the layer, and edit the copy.
Or you can select all, copy and paste to a new editable file.
