Adding Text to pdf document

I am trying to find a way of taking a rate sheet that is created in EXCEL then dropped into a pdf and make one able to use just acrobat.

Can this be done so that one can go in and add and change text?

I want to take this rate sheet, which is updated daily, and when it is in acrobat make hot spots over the rates.
 
If only the numbers change but the layout stays enough the same, this could help: When in Acrobat (full version, not Reader) you can replace a document page (in doc 1) with a page from another doc (doc 2). (Have both loaded/visible, drag thumbnail from one doc to the other doc and highlight the destination thumbnail, it replaces page rather than adding)

The changed page will have content from doc 2 but the original links that were in doc 1.

Otherwise, use a creation tool that knows how to make bookmarks. Or, there are lots of PDF editing/processing tools available.
