Adding snow to an outdoor scene image

I would like to add snow to some outdoor winter scenes. I've tried many things but they just don't work well. I think that layers is the way to go but that procedure had evaded me. PSP-X

What kind of Snow? Just falling snow? or snow on stuff? on the ground?

Falling snow can be achieved using the Airbrush.
