Adding RSS feeds to commercial website

This may not be the appropriate forum...please advise and I will re-post.

I am trying to add RSS news feeds to a commercial website. I have read many articles and they are confusing.

Do I need an RSS reader of some kind? If so, do I upload the reader to my web root directory?

Does anyone know of a good step-by-step article that doesn't send you all around adam's barn?

Thank you for any direction on this!
 
It is difficult to tell which of two possible things you want to accomplish:

1. You want to DISPLAY someone else's RSS feed on your site. There are a lot of ways to do this. You can iframe a news reader, use XSLT, or parse the feed yourself and format it however you like.

2. You want to PROVIDE an RSS feed from your site that others can read. You don't need special software for this, just a URL people can link to that returns RSS-formatted XML.
