Adding Remote Site R9+ IP Endpoint Lic to R10 Server 1

We have deployed an R10 Server Edition at client HQ with 200 R10 IP Endpoints + 9pcs of R10 Server Edition Lic. They have 8 remote sites running R9.1 with R9+ IP Endpoints totaling around 400. Now we need to shift these remote licenses to R10 Server and disti says we need to purchase R10 Upgrade per site before we can move these ADI licenses to PLDS (server). They have no IPOSS.
Is there any way we can move the licenses to the centralized server without the upgrade cost? I would have thought shifting licenses from ADI to PLDS was free. And technically R9+ license means it will work on R10 also...right?

Need a solution which does not involve any additional payment on the client part.

Before installing the R10 server you had better thought about the impact.
Now you must buy the upgrade licenses.

You could license swap to one ip office then buy an upgrade licence of one device, as long as you dont need the ip500 as gateway devices

shifting licenses from ADI to PLDS is not free.
The Avaya dealers I have contacted are charging for this.
