Adding Records to a sync user's contact set

What is the easiest way to add records to an existing contact set for a sync user?
 
how is the person getting their records? a filter must identify the records somehow.
if you need to give him just one record one time. then create a transfer set for the current records and backdate to 1/1/1980 to get all info on the record and have that person retrieve the transfer set. but to keep him getting the record, you must somehow mark it as his. is there a territory field? salesman field?
something like that

The outside reps are given a transfer set based on a "rep code" field. Which, yes we used a filter to create the original transfer set. Problem we're having is when that user changes position or takes over another rep's rep code...we just want to be able to add those records to their existing contact set on their local PC and know that they will sync correctly. The rep code will not change on the new records..the rep just needs access to them, now.
